A former Pennsylvania fire chief and his wife are facing multiple criminal charges after allegedly engaging in inappropriate contact with a 14-year-old junior firefighter volunteer, according to officials in Leet Township, Pennsylvania.
According to a criminal complaint, Nathan Turner, former chief of the Fair Oaks Volunteer Fire Department, and his wife, Stephanie Ann Turner, are accused of sending inappropriate and explicit text messages to the teenage boy, who previously served as a junior firefighter with the Allegheny County department.
The teen told investigators he considered Nathan and Stephanie Turner like parental figures — until Stephanie allegedly began flirting with him and expressing hopes they would eventually have sex, according to the complaint cited by WPXI.
One allegation described in the complaint says Stephanie Turner walked around topless during one of the boy’s visits to the couple’s Leet Township home. She then allegedly removed her pants and exposed herself to him.
Court records say Nathan Turner confronted his wife over text message, writing,
“You literally took your pants off in front of him.”
Stephanie allegedly replied:
“Yes I did.”
Police say Stephanie Turner also told the boy she wanted them to have sex when he turned 18.

Authorities reportedly discovered the incriminating text messages after seizing Nathan Turner’s phone as part of an unrelated investigation into a theft at the Sewickley Water Authority, where he had previously worked.
Both Nathan and Stephanie Turner have been charged with:

Criminal conspiracy
Police have requested arrest warrants for the couple, according to WTAE.
The Fair Oaks Volunteer Fire Department released a statement calling the allegations “concerning and serious,” adding that the Turners have no current ties to the department. “Mr. Turner and his wife are no longer associated with the department and no longer participate in any capacity,” the statement said. “They do not reflect the values and standards of the department, the fire service, and the community.”
The department also noted that Nathan Turner resigned as chief in August 2025 and has not been involved with the fire company since.
