Estranged Husband, Primus Toussaint, Surrenders to Police After Killing Joy St Omer in Marigot, St Lucia

Joy St Omer, a 24-year-old mother from Au Tabor, Anse La Raye, was shot and killed Wednesday evening while seated in a vehicle in Marigot, St Lucia, the Royal Saint Lucia Police Force (RSLPF) confirmed. Her estranged husband, Primus Toussaint, surrendered to police the same night and is now in custody.

Officers from the Marigot Police Station responded to a report of a homicide at approximately 6:39 p.m. on Wednesday, May 20, 2026. Upon arrival, they found St Omer motionless in the driver’s seat. Emergency personnel confirmed she had sustained multiple gunshot wounds and pronounced her dead at the scene. Her death marks the 35th homicide recorded in St Lucia in 2026.

The RSLPF confirmed that Toussaint, the suspect, turned himself in to the Criminal Investigations Department and is currently in custody. Authorities also noted that there was an active protection order in place against him at the time of the killing.

In a statement, the RSLPF said: “There was an existing protection order in favour of the victim against the suspect at the time of the incident. Additionally, there was an active matter before the court concerning alleged breaches of that protection order.”

Records show that on Sunday, March 8, 2026, a report of assault involving Toussaint was made at the Anse La Raye Police Station. He was arrested and charged on March 13, 2026, with harm, threatening words, and violation of a protection order. Bail was initially denied by the First District Court, but the High Court later granted bail.

Police also confirmed that St Omer had made another report to the Anse La Raye Police Station around 8:30 a.m. on the day of her death. Despite searches to locate Toussaint after that report, he was not found until he surrendered later that evening.

The killing of St Omer, a mother of one, has sparked widespread concern across St Lucia, drawing renewed attention to issues of domestic violence and the enforcement of protection orders.

The Major Crimes Unit is leading the ongoing investigation. The RSLPF extended condolences to the family and loved ones of Joy St Omer, saying: “The Royal Saint Lucia Police Force extends condolences to the family and loved ones of Joy St Omer during this difficult time.”
