Federal authorities are investigating after a video circulating online appeared to show a man identified as Igor Lytvynchuk throwing a rock at an endangered Hawaiian monk seal near Lahaina, Maui.

The incident, which has sparked widespread outrage across Hawaii and on social media, allegedly involved Lytvynchuk, a 37-year-old Seattle-area businessman reportedly associated with IL Logistics INC. Witnesses said the encounter happened on a beach where the monk seal, identified by locals as “Lani,” was resting in shallow water.

Videos shared online appear to show bystanders confronting the man after the rock was thrown. Witnesses claimed the suspect attempted to walk away while beachgoers yelled at him over the treatment of the protected animal.

Early reports indicate the seal was not seriously injured.

Federal Investigation Underway

Authorities said the case has been referred to federal investigators, including the National Oceanic and Atmospheric Administration (NOAA), for potential violations involving protected marine wildlife.

Hawaiian monk seals are among the world’s most endangered marine mammals, with an estimated population of roughly 1,400 remaining. The species has been federally protected under the Marine Mammal Protection Act since 1972.
