Robert Kind Identified as Suspect in Fatal Shooting of Delaware State Police Cpl. Matthew Tyler Snook

Robert Kind has been identified as the suspect who fatally shot Delaware State Police Corporal Matthew “Ty” Snook, 44, at a Wilmington DMV on December 23, 2025, authorities confirmed.

According to reports, Kind entered the Karen L. Johnson Division of Motor Vehicles at 2230 Hessler Blvd. around 2 p.m. as a customer and approached Snook, who was working an overtime shift at the reception desk. Officers say Snook helped protect others in the office, pushing a DMV employee to safety before succumbing to his injuries at a local hospital. Snook is survived by his wife and young daughter.

Police responded to the shooting, and a New Castle County officer fired at Kind through a window, fatally striking him. A second trooper sustained minor injuries, and two women were treated for non-gunshot-related injuries.

Authorities noted that in the hours leading up to the attack, Kind reportedly posted online about gangstalking, a belief in organized harassment. Delaware State Police have not officially confirmed a motive, and their Homicide Unit continues to investigate the incident.
