Robert Kind has been identified as the suspect who fatally shot Delaware State Police Corporal Matthew “Ty” Snook, 44, at a Wilmington DMV on December 23, 2025, authorities confirmed.
According to reports, Kind entered the Karen L. Johnson Division of Motor Vehicles at 2230 Hessler Blvd. around 2 p.m. as a customer and approached Snook, who was working an overtime shift at the reception desk. Officers say Snook helped protect others in the office, pushing a DMV employee to safety before succumbing to his injuries at a local hospital. Snook is survived by his wife and young daughter.
Police responded to the shooting, and a New Castle County officer fired at Kind through a window, fatally striking him. A second trooper sustained minor injuries, and two women were treated for non-gunshot-related injuries.Authorities noted that in the hours leading up to the attack, Kind reportedly posted online about gangstalking, a belief in organized harassment. Delaware State Police have not officially confirmed a motive, and their Homicide Unit continues to investigate the incident.
