Xeng Vansylalom Identified as Second Victim Hit by Todd Landry During Lao New Year Festival Crash in Louisiana; At Least 15 Injured

Xeng Vansylalom has been identified as one of the victims struck when a vehicle driven by Todd Landry plowed into a crowd during a Lao New Year festival in New Iberia, Louisiana, leaving at least 15 people injured.

The incident occurred around 2:30 p.m. on Saturday, April 4, at the intersection of Savannakhet Street and Melancon Road, where crowds had gathered to celebrate the Buddhist New Year.

According to Louisiana State Police and the Iberia Parish Sheriff’s Office, a vehicle drove into multiple pedestrians participating in the parade. Authorities estimate that at least 15 people were injured, with several suffering serious injuries.

Emergency responders transported 13 victims to local hospitals, while two individuals were airlifted due to the severity of their conditions.

The driver, identified as 57-year-old Todd Landry, was arrested at the scene. Investigators said Landry showed signs of impairment and later submitted a breath sample indicating a blood alcohol concentration (BAC) of 0.137%, well above Louisiana’s legal limit of 0.08%.

Landry has been charged with driving while impaired, careless operation of a vehicle, possession of an open container, and 18 counts of first-degree negligent injuring. Authorities have stated that, at this time, the crash does not appear to have been intentional.

Witnesses described a chaotic and terrifying scene as the vehicle entered the parade route.

“We were all walking in the parade, listening to music, getting sprayed with water, having fun,” one witness said. “I noticed a driver revving his engine and slowly moving closer. At first, it seemed like he was trying to join the parade—but then he suddenly accelerated and drove into the crowd.”

Video footage from the scene shows multiple people lying on the ground after being struck, while bystanders rushed to assist the injured before emergency crews arrived.

Following the incident, festival organizers canceled the remainder of the day’s events, including evening performances and alcohol sales.

The crash has sent shockwaves through the local community and beyond, as families and festivalgoers continue to seek answers and support for those affected.
