New allegations have emerged from Joshua “Josh” Tew, the ex-boyfriend of Anna Kepner, the 18-year-old Florida cheerleader found dead on a Carnival cruise ship earlier this month. Josh claims he witnessed unsettling behavior from Anna’s 16-year-old stepbrother — a minor who is now considered a suspect in her death — long before the deadly cruise.
Josh, 15, told reporters that during their relationship he observed what he described as “creepy” and obsessive behavior from Anna’s stepbrother, Timothy “Tim” Hudson, including an incident where he allegedly saw the teen “climb on top of her” during a FaceTime call.
Ex-Boyfriend Claims He Saw Stepbrother Get On Top of Anna During a Late-Night Call
Josh said that about nine months ago, while FaceTiming with Anna late at night, he witnessed the then-16-year-old stepbrother enter her room and allegedly try to get on top of her while she was lying down.
According to Josh:
“I was like, ‘What the hell are you doing in her room?’ He got scared and ran away. I could hear him running through the house.”
Josh said Anna later told him she was afraid to report the incident because the stepbrother allegedly warned her not to tell anyone.
Teen Brother Reportedly Heard “Ruckus” in the Cabin Before Anna Was Found Dead
Josh further said that Anna’s 14-year-old biological brother told him he heard yelling and banging inside the cruise cabin on the night Anna died — including chairs being thrown — while Anna and her stepbrother were alone inside.

The younger brother allegedly told Josh that the stepbrother blocked the doorway and shouted at Anna. But, Josh says, the boy stopped talking after the FBI instructed the family not to discuss the case while the investigation is ongoing.
Josh said he contacted the FBI himself:
“They told me they were glad I gave them the information.”
Ex-Boyfriend Says Stepbrother Was “Obsessed” With Anna
Josh attended Anna’s wake, where he told the press the stepbrother had an unhealthy fixation on Anna:
“He was obsessed with her… he always wanted to date her.”
Josh’s father, Steven Westin, echoed the concern, telling Inside Edition:
“He’s infatuated with her like crazy. He always wanted to date her.”
Westin added that his son tried warning Anna’s parents, but:
“They didn’t want to believe him.”
Anna Reportedly Felt Unsafe at Home
Josh claims Anna often slept at friends’ houses because she felt uncomfortable living with her new stepfamily. He said she didn’t trust the stepbrother and felt uneasy around her stepmother, Shauntel Hudson, whom she described as controlling.
Anna reportedly slept in the dining room of the house rather than a private bedroom.
Parents Previously Warned About Stepbrother’s Behavior, Ex-Boyfriend Claims
A major point of criticism now resurfacing online is why Anna’s father, Christopher Kepner, and stepmother allowed Anna to share a cruise cabin with her brother and stepbrother despite prior warnings about troubling behavior.

Another echoed:
“I hope he gets arrested. The parents should be in trouble too. They knew about the behavior. No one protected that girl.”
Anna’s Death Remains Unexplained
On the cruise, Anna reportedly left dinner early on Nov. 6, saying she felt unwell. She returned to the cabin — and was never seen leaving again. She was found the next day, deceased, hidden under a bed in the same cabin shared by her two brothers.
Her cause and manner of death have not been released. The FBI continues investigating. No criminal charges had been filed as of Nov. 20.
